Mrs. Mary Rodrigues, Chief Advisor

Biography

As Chief Advisor to the Hon. Deputy Governor on strategic reforms, Mary E. Rodrigues, JP, draws on 28 years of progressive experience within the civil service, including two Chief Officer appointments. She is responsible for establishing and leading the SRIU.

As an experienced leader of strategic change, Mary offers a broad range of capabilities in areas such as change management, project planning and delivery, strategic management and planning, education and training, policy development and implementation, communications, and programme/institutional evaluation.

Mary championed civil service-wide reform as the Chief Officer of the Portfolio of the Civil Service. As Chief Officer in the Ministry of Education, Employment and Gender Affairs, from 2009-2014, she oversaw an ambitious change agenda that delivered dramatic improvements in the performance of students graduating from public schools.

Mary’s mantra is to institute high- level, strategic and solution-oriented programmes, which deliver timely and effective results. Her extensive resume of challenging change management initiatives include: the establishment of the Civil Service College and an HR Audit service, the Passport2Success Programme, the National Workforce Development Agency, restructuring of government’s secondary education system and establishment of the CI Further Education Centre, the first Early Years Curriculum Framework, and a range of programmes to support At-Risk students, including the Extended After-School Programme and Behaviour and Education Support Teams (BEST).

Mary’s formal qualifications include an M Ed. in International Management and Policy in Education from University of Birmingham, BA (Hons) in English Literature from Brock University, a Postgraduate Certificate in Education from Leeds University. She has also completed studies in “Change Management” and “Advanced Human Resources Management” at the Rotman School of Management, University of Toronto.
